National Cyber Security Center Established in Nepal

In line with the goals of the “Digital Nepal Framework 2076,” the Government of Nepal has established the National Cyber Security Center (NCSC), located at the old Home Ministry building in Singha Durbar. The center has officially started operations, according to Raj Kumar Maharjan, Undersecretary and Head of the Cyber Security Branch at the Ministry of Communication and Information Technology.

The NCSC is tasked with activities such as cybersecurity research and development, awareness promotion, preparedness, threat identification and prevention, incident response, recovery, and digital forensic investigations. The Cabinet approved the center’s formation on Magh 9, and it operates with a team of 12 staff members.

The establishment comes amid growing global and national cybersecurity concerns. The center monitors critical information infrastructure 24/7, assesses cyber threats and incidents, and has formed an emergency response team with technical experts. Provincial and local governments are also expected to form similar emergency units.

In accordance with the IT Emergency Response Team Guidelines 2075, the government conducted a cybersecurity preparedness exercise for representatives involved in the response group. The fiscal year 2080/81 budget also included provisions for establishing this center.

Under the new regulations, individuals, companies, or institutions seeking to provide cybersecurity services must obtain a license. The guidelines define the types of licenses, required qualifications, fees, renewal procedures, conditions, and other relevant provisions.
